One tool is sufficient and it can work on spoke wheels with 10-21-inch sizes, although it has limitations when it comes to larger wheels. The tool does not prevent tube pinching, but it does securely hold the bead of the tire in the wheel well, allowing some relief moving the opposite bead of the tire over the rim of the wheel.
